Ordinance No. 3456 was adopted on Nov. 30, 2020.

Your utility meter is being upgraded.

You might have noticed orange and white barriers or tables outside of local bars and restaurants. These are called Streateries! This is a new way for businesses to practice COVID-19 precautions and adhere to guidelines while making their services and products accessible to you.

Here's how it works: Stillwater bars and restaurants can apply for a temporary outdoor expansion permit to extend service to outdoor areas such as sidewalks, on-street parking, or private parking lots. The permit was originally offered through an emergency proclamation issued by Mayor Joyce. On Nov. 30, 2020, Mayor Joyce signed an amendment that extends the temporary order until Ordinance No. 3456 can go into effect.

Eligibility, application requirements and operation requirements are outlined in the August 20 proclamation. Apply for the permit at http://stillwater.org/news/view/id/612.

Why are we doing this?

Stillwater City Council and Mayor Joyce have enacted a variety of guidelines and requirements for businesses to remain open safely during the COVID-19 pandemic. The introduction of Streateries provides another way for businesses to continue serving Stillwater residents safely.

Streateries:

  • Provide an outdoor dining space for residents
  • Have guidelines for rerouting of sidewalks to maintain flow of pedestrian traffic and safety
  • Allow businesses to cater to more customers while regarding occupancy limits
  • Encourage shopping and dining locally

What should you expect?

  • Sidewalks around town may be rerouted for businesses using the permits. Be aware when walking-- and consider stopping for some outdoor food or drink! #ShopLocal

  • Mayor Will Joyce signs an amendment to continue making temporary permits for use of public way for outdoor dining available.

    Tonight, City Council will consider Ordinance No. 3456, which establishes guidelines for outdoor dining (Streateries) long-term. Today’s signed amendment extends the temporary order until the ordinance can go into effect.

  • City Council advances Ordinance No. 3456 to second reading

    On Nov. 16, 2020, City Council voted 5-0 to advance Ordinance No. 3456 (Streateries) to second reading.

    City Attorney John Dorman clarified the the ordinance has been recodified to section 23-105 and put into a more readable form since the original reading, but that the ordinance remains substantively the same.

  • City Council to hold a Public Hearing on Streateries

    Want to talk to Council about Streateries? Now's your chance.

    On Monday, November 2, 2020, City Council will hear public comments, discuss and take action (including a vote or a series of votes) regarding a request for a Text Amendment to Chapter 23, Land Development Code, Article XIII, Overlay Districts, Division 2 Special Purpose Overlay District, amending regulations for Section 23-270, Requirements, Section 23-273 Development Standards, and Section 23-274 Duration of Designation (Streateries). This will be agenda item 7b. CC-20-174.

    Community Development Senior Planner Rian Harkins started the meeting by explaining what strEateries are and what they aim to accomplish. His presentation covered the City of Stillwater’s current standards for strEateries, provided examples of what other cities have done, and introduced some potential ideas. Then the floor was opened for input on a variety of topics including: location, duration, materials, ADA accessibility, and maintenance. See the powerpoint under "Key Documents".

    Next Steps

    • Meet with business owners, downtown stakeholders, and other interested parties to develop a long term solution.
    • Assist Downtown Stillwater and its members with place making grant applications.
    • Refine proposed Ordinance 3456.
    • Review text amendment with Planning Commission.
    • Return to Council for approval.


  • Application available: permit to extend outdoor service areas

    (STILLWATER, OKLAHOMA / August 21, 2020) – Applications are now available for permits to temporarily extend outdoor service areas for restaurants and bars. This option comes as part of a new emergency proclamation to authorize the temporary use of certain public ways as a way for businesses to operate effectively yet safely under COVID-19 restrictions.
